RoadWatch Update for the Week of March 8-14

To: Longboat Key Commission

S.R. 789 from Bird Key Drive to Sunset Drive: Construction project: This project includes the addition of dedicated bicycle and transit lanes on the bridge, drainage upgrades, and raising the seawall cap near Sunset Drive. Other project activities include resurfacing the roadway throughout the project corridor and the installation of new traffic signals at the intersections of Sunset Drive, Golden Gate Drive, and Bird Key Drive. The project also includes relocating palm trees and small shrubs from their current locations on the eastern area of the John Ringling Causeway to medians closer to St. Armands Circle.

This week’s work will consist of:

Delivery of machinery and materials.

Roadway median widening, concrete curb installation, and drainage placement.

Pedestrians should use designated paths and follow posted detour signs.

Bike lanes are closed due to construction. Cyclists should follow the posted detour.

Lane closures will be in place during various phases of the project. Construction will primarily take place during daytime hours, with occasional nighttime work. Expect nighttime noise from backup alarms, construction equipment, pumps and power tools during daytime and nighttime operations. Drivers are urged to use caution and watch for workers, construction vehicles, pickup trucks, and equipment entering or exiting the travel lanes.

During construction, the speed limit on Gulfstream Avenue and John Ringling Causeway/S.R. 789 will remain 35 mph. Speeding fines are doubled in the construction zone when workers are present. Motorists are urged to drive cautiously and watch for workers, construction vehicles, pickup trucks, and other equipment entering or exiting travel lanes. The estimated completion date for construction is early 2027.

The agenda packet for the March 17th P&Z Board Regular Meeting is attached.  The meeting will have 2 public hearings, both of which will be headed to the Commission’s May Regular Meeting. The agenda items briefly are:

A public hearing on a privately-initiated (by Unicorp) Zoning Text Amendment request to allow for privately owned and permitted groin structures that include a pedestrian walkway and that extend from the public beach into the Gulf of America (formerly known as the Gulf of Mexico), to have a single archway structure with an embedded sign identifying the responsible entity for the structure and groin may be allowed seaward of the erosion control line, provided the structure and sign comply with the requirements of Chapter 158 and Chapter 156 of the Town Code.

A public hearing on a Town-initiated Sign Code Amendment to allow for privately owned and permitted groin structures that include a pedestrian walkway and that extend from the public beach into the Gulf of America (formerly known as the Gulf of Mexico), to have a single archway structure with an embedded sign identifying the responsible entity for the structure and groin.

Canal Dredging

To: Longboat Key Commissioner Gary Coffin

I don’t have Charlie’s email address. Please forward this. Jamie, I got your email. Thanks.

We are looking forward to our annual meeting next week. I think we can spend around 30 minutes on the topic and questions. At bottom is the email I sent to Unit 5 Residents. Below is the bulletin board page describing the waterway program and links. Let me know if anything needs to be updated or amended. Thanks again for doing this.

If adopted, Canal Dredging Program will dredge LBK waterways, including CCS canals.

Initial cost projected at $9 million for the first 5 years, and $1 million per year thereafter.

Cost to be split 80/20 with 80 percent of cost paid by properties with bay side “direct water access”, 20 percent to be paid by properties without bay side “direct water access”.

Of the approximately 10,200 properties on Longboat Key, approximately 40 percent have bay side “direct water access” and 60 percent do not.

Program will be funded by additional millage on property tax bill.

Very rough initial estimate is that Unit 5 properties will see additional millage of $700-$1,000 per year for the first 5 years and $300-$600 per year thereafter.

To: Greg Lavallee

I know you think I have forgotten about you, but I have not. This is the answer I received from our coastal engineer regarding your question about canal #40.

As far as the condition of the canal, regardless of the score on the canal sheet, when you dig into the details you can see that there is 267 CY of available volume in the canal with a limiting depth of -3.7ft MLW at the east end (mouth) of the canal  and 2.8 ft at the west end as of March 2024. This tells me that this canal, as well as most of the canals in country club shores would be included in an initial dredging project.

Referring to the specific highlighted question below “What is the planned dredging for the end of this canal in the first year of the program ?”, it’s important to note that dredging is tied to funding timelines so unless a loan is procured, dredging is not expected to start until year 3. Once an initial project can happen, this canal as well as many others in CC shores will likely be included in the first restoration.

Town lunch

To: Longboat Key Commission and Staff

All Town employees and Commissioners are invited to lunch this Friday. The Town was recently informed that resident, Randy Hosler is generously providing food trucks to serve lunch for all staff and commission, as a thank you for the incredible work done over the past couple years. The Hosler family did the same last year and shared how impressed they were with how quickly the Town recovered after the hurricanes and how seamlessly everyone worked together to restore Longboat Key.

Lunch will be available Friday, March 13 from 11:30 a.m. – 2:30 p.m. at the North Firehouse (5490 Gulf of Mexico Drive). For employees working night shifts, departments may request “to-go” meals that can be packaged to bring back.

Food options will include items such as a taco bar, hamburgers, hot dogs, sausages, chili, and ice cream. A few tables will be set up outside, and the firehouse training room will be open if you’d like to enjoy lunch indoors with some A/C. Mr. Randy Hosler will also be present to personally thank staff. Enjoy, and thank you all for your continued dedication to the Town.

Country Club Shores Unit 5 Meeting

To: Longboat Key Commissioner Gary Coffin

I would like to confirm you as guest speaker for our annual CCS Unit 5 Homeowners meeting, to discuss the canal dredging project.

· It is March 19 at 5 p.m. at: Bogey lane.

· We hold the meeting outside in a resident’s yard. Residents bring their own seating and finger food to share.

· We will have seating for you and a table.

· We expect to have a PA system to amplify your voice.

· In past meetings, 30-50 residents have attended.

· This is my first year as Unit 5 HOA president.

· We usually have a guest speaker and cover Unit 5 business.

Discussion:

· I would like to spend about 30 min on canal dredging.

· I was thinking 15-20 minutes for you to describe and inform the residents, followed by 10-15 minutes of Q&A. Do you think that will work? Very open to suggestions.

· If you have a high-level pre-read, I can email it to the residents so they are not starting from zero, and then they will be better prepared for Q&A (if they do their homework).

Thanks for doing this. The residents need it.

2nd Public Meeting – Buttonwood Projects

To: Longboat Key Commission

As per the Town Engineer, Jennifer Fehrs, who is overseeing these projects:

The Town’s 2026 CIP budget reflects construction dollars for 2027 and 2028, respectively (see below for the breakdown) as the Town must encumber funds to cover the design and construction. However, the Engineer’s Opinions of Probable Construction Costs that have been submitted so far with the designs of the projects show a shortfall in what was in the 2026 CIP. The Town is planning for the FY 2027 Budget now and will need to account for all of the resiliency projects as a whole (Buttonwood, Village, and Sleepy Lagoon) and allocate funds and the timing of the funds, as well as any grants received, realistically and appropriately. The good news is that as we proceed with the project designs we’re obtaining good estimates for construction based on actual designs rather than merely planning level estimates.

Why not, funding problems, contractor errors, shortage of paint, etc.? Will they be striped and when? Very dangerous in the dark without proper striping! PS. The green lit signs on Bayfront at Ringling and Main Street are still missing. Unbelievable!

Fundraising

To: Salvation Army Longboat Key Bell Ringers

I’m not sure if you’ve heard the final results of our bell ringing on Longboat Key, but the news is nothing short of extraordinary. Captain Jim Curry reported that we received the anonymous $10,000 check—and then, on Christmas Eve, Santa delivered another unbelievable surprise: a $50,000 check. These gifts brought our kettle total to $82,000, and when we add the additional match for our 521 twenty‑dollar bills, we reached a grand total of $92,000.

Congratulations to all of you for your incredible effort, dedication, and time. What a remarkable impact you’ve made. We would like to give you a special opportunity to purchase a $15 CCLBK hat. Noel will be selling them on Sunday after the service in Fellowship Hall. They’re going quickly, and we think they’ll be perfect to wear while ringing the bell next November.

Thank you for making a difference in this world.

Wishing you a wonderful weekend,
