Hello Penny Gold, I noted your comments in the newspaper regarding traffic in the St Armands Circle and possibly hiring a traffic consultant.

Below are a few pictures and brief comments:

-suggest adding To Ringling Bridge and Sarasota to the signs that say 789 South. Better than just 789

– additional signs to Long Boat Key. Now just one sign close to the LBK exit. Same comment re 789 North. Should say Gulf of Mexico Drive. May not be politically correct though.

– signs saying Lido Beach should say Lido Key. Lido is more than a beach.

– eliminate the parking spaces adjacent to the park in the Circle. They are very unsafe parking spots. Unfortunately merchants would object although there are ample spaces in the garage.

Unfortunately little can be done re afternoon delays due to backups from the Ringling Bridge made worse by FDOT construction and poor traffic signals and signage on the other side of the bridge. Good luck!

Bay Isles Association would like to acknowledge that we are aware of the damage to the pedestrian safety mirror located along the rampway. Although Seaplace owns the westbound rampway, Bay Isles has historically undertaken responsibility for necessary maintenance and repairs in the interest of public safety and continuity.

During last week’s windstorm, the eastbound mirror became dislodged from its hinge and fell, resulting in damage. I personally secured the mirror and relocated it to our vehicle control station pending reinstallation. We are presently in the process of restoring the fixture, and I have been assured that our maintenance personnel are treating this as a priority item today. We are hopeful the mirror will be reinstalled promptly. In addition, we will inspect the adjacent mirror on the westbound rampway, which, to my knowledge, did not sustain similar damage during the storm.

Please kindly advise Commissioner Gold that Bay Isles is addressing this matter expeditiously so that she may relay the same assurance to her constituent, Mr. Morgan. And you are welcome to share this email with Commissioner Gold.

Following up on the Jewfish Key mangrove clear-cutting, here’s before/after pics of the northern end.   The ‘before’ picture was from April 2024.  The ‘after’ picture is from March 2025, the most recent available on Google earth. The difference is very stark… he raped the island.  I believe they did even more cutting since last March.  Isn’t this sufficient evidence to take action?

Jim, thank you for continuing to press this issue. I will be happy to start communications with FDEP using Allen’s contact below. Do you think we can locate some “before” photos? This is fully illegal behavior and it must be penalized. Let me know your thoughts for next steps.

Allen and Charlie, let’s please use this experience with JFK as a motivator to improve our watchdog, education and enforcement of codes. What do you think might be doable along these lines, and how can the residents assist? I will look to find best practices in other communities and perhaps the Green Team can help with monitoring.

CC-ing Isaac here for advice, not trying to cause extra work for staff but I know mangrove protection (and appreciation!) is a big concern. I’m hopeful we can turn more energy toward better stewardship.

Hi Allen & Charlie — Thank you both for coming to our LBK North meeting on Thursday.   Just wanted to follow up on the Jewfish Key clear cutting of mangroves.   I had reported this back in November.  It was handed off to someone in code enforcement (whose name I forget) but nothing more happened as far as I’m aware.    This is highly illegal and environmentally damaging action. According to another JFK Owner, the culprit is Jordan Mollenaur, who owns 5 properties on the island.

I just spoke with someone working on the island. They are actively clearing now in the “Preservation” area. It is Jordan Mollenaur that had hired the work to be done. He owns 5 properties now on the island. I can share his contact information with you. Other neighbors as well as me are upset about this, but feel powerless.

Today the LBK North Community — 29 community leaders representing approximately 1,000 Manatee County residents on Longboat Key through their HOA and condominium associations — learned from our Mayor that the Town is still awaiting finalization from the County (Legal Department?) of the inter-local agreement for the Community Center space at the Paradise Center.

In mid-December, a draft agreement was developed, and you shared that you were “looking forward to it coming before the Board” and its approval (consent agenda). Based on that update, we were hopeful this would be completed within six weeks. It is difficult to understand what is causing the continued delay in approving a solution for a community space that all parties agreed meets our near-term (three-year) needs.

The BOCC expressed clear support and enthusiasm for this project at the LBK Joint Meeting in May 2025, and County staff moved quickly to evaluate alternatives and identify the Paradise Center as the most viable option. For many in the community, it felt as though we were finally solving a decade-long challenge after the Whitney property fell through and other locations proved economically unfeasible.

The Town and the community are ready to proceed, yet we are losing valuable time during the busiest months on the Key, when seasonal traffic makes it especially difficult for residents to travel off-island (December–April).

Tal, we are grateful for the work done by all to date.  Given the urgency, if there is anything you or your staff can do to help in bring this agreement to conclusion as soon as possible, the LBK North community would be deeply appreciative.

I am writing first and foremost to thank you for the measured and thoughtful approach you have taken to the Governor’s call for a property tax overhaul. As an elected official, I have been dismayed by the reckless House bills that have been pushed to the Senate. The term reckless is defined as “a dangerous disregard for consequences”, so I use it here to emphasize the significance of the property tax issue.

The flurry of House bills this session chose to ignore the upcoming 2027 Taxation & Budget Referendum Commission, scheduled to convene in 2027. That would be the proper place to research, discuss and carefully consider why, if and how to address the complexities and ramifications of an entirely new state tax structure. As I understand the Commission, the Senate President, Governor and House Speaker are charged with overseeing this important work. As I am sure you are aware, cities, counties and towns throughout the state are already facing serious budget challenges following the pandemic, which precipitated rapid inflation, particularly on first responder salaries and equipment. That was followed by three hurricanes, resulting in a host of infrastructure demands, flood control mitigation requirements and skyrocketing insurance premiums. (All general fund expenditures).  Following these crises, I have heard constituents clamor for property “insurance” relief, but not one complaint about their property taxes.

All the regular functions of local government continue to require tax expenditures, whether or not we have the tax revenues to support them. Without the ability to levy ad valorous taxes, things like regional health care, beach renourishment, water quality and access, some roads and drainage, police and fire equipment, parks and recreation, flood mitigation, etc., will all be constrained. The committee and floor debates failed to produce any viable plan to help cities and counties replace needed revenues. Thus, citizens in non-homestead properties, rental units and local businesses may well bear the brunt of any property tax change. Significantly increased sales taxes could be a major stopgap for cities and counties, but would also discourage Florida commerce and tourism.

Another serious issue to consider is the impact on city and county bond ratings. These will be downgraded as soon as reliable tax bases become inadequate or unavailable. Community improvement projects and necessary local loans will only be available at much higher rates, costing taxpayers significantly more. It became painfully clear during the House floor debate that the sponsor of HB 203 had never considered the bill’s impact on bond financing, or the chilling effect it might have on investors.

Property tax is a complex issue that certainly needs more work. I hope the 2027 Taxation & Budget Referendum Commission will be able to answer the multi-billion dollar question: How can Florida taxes be restructured to protect the quality of life we all enjoy in this great state? Today, it is the careful local oversight of ad valorem general fund dollars that make Florida such a desirable place to live. I am hopeful you and the Senate body will seriously analyze the ramifications of any tax referendum proposal and its impact on all of our communities.

Please know how much I appreciate your careful work on this issue, and for all that you do for the people of Florida.

The gatherings were a wonderful success — by our estimate, they introduced over 100 new Longboat Key neighbors and created a welcoming setting for people to meet, build connections, and even speak directly with Town Commissioners — which, as one HOA president shared, “was huge.”

We recognize the socials continued beyond normal hours (until 5:30 p.m.), requiring additional time and effort from your team and we truly appreciate that commitment. Your generosity in providing refreshments and creating such a warm, inclusive environment did not go unnoticed.

These events were an outstanding pilot and a meaningful way to strengthen community bonds across neighborhoods, backgrounds, and perspectives. They also highlighted the value of having an active gathering space with supportive management on the north end of the Key — a place where community connection can continue to grow.

We asked Dr. Al Browder with Foth | Olsen Engineering (our Coastal Engineering consultant) to provide an update on the Gulfside Road Structural Solution permitting and engineering.  As you may remember, coastal beach engineering has a long and detailed permitting process with the State FDEP and the U.S. Army Corps of Engineers, particularly when introducing new structural solutions.  As such, after pre-application meetings and initial submittals, the agencies have asked for a lot of follow up detail information, evaluations, environmental and biological assessments, and analysis, including more complex numeric modeling which Foth | Olsen is already working on internally.  This is all in the context of the nature of the area, its erosional history, and proximity of nearshore hard bottom.  We are currently in that process.

The tentative schedule of permitting activities and follow on engineering plans production are based on Foth | Olsen’s best estimates based on their experience.

Utility Billing System Conversion – Post Implementation Update

The Utility Billing system conversion from Central Square to Automated Utility Systems (AUS) successfully went live on September 22, 2025. In anticipation of potential customer challenges—particularly related to creating new online accounts and setting up automatic payments, the Utility Billing Office initiated a comprehensive communication campaign. This included bill inserts, informational flyers, IVR message updates, and in‑person assistance. Following implementation, additional notifications were issued through invoice messages and a special informational postcard mailing.

Customer service representatives continue to provide support via phone, email, and in-person interactions. The phone system has also been enhanced with an automated callback feature to improve response times. To ease the transition for customers, late fees on utility payments have been waived through the end of the calendar year.

Below is a summary of identified billing issues and the current status:

• Estimated Meter Reads

Issue: Estimated meter readings are higher than historical customer consumption.

Current Action: AUS is reviewing the issue. High‑dollar bills are being individually evaluated, and once resolved, a comprehensive audit will identify any additional customers eligible for credits.

• Deposit Refunds

Issue: Deposits were not refunded on some final bills.

Current Action: All final bills generated since go‑live have been reviewed and corrected. The issue remains open as a ticket with AUS, with staff continuing manual reviews to ensure deposits are applied as required.

Staff continues to meet weekly with AUS to discuss outstanding ticketed items and ensure timely resolution of all remaining issues. These meetings include participation from Information Technology, Finance, and Utilities, as each department has a vested interest in the success of the project. This cross‑departmental collaboration ensures that all stakeholders remain fully informed of current issues, progress updates, and expected timelines for resolution.

South Orange Avenue Pedestrian Safety Interventions

Another question (somewhat related), driving up 41 this morning, a couple were attempting to cross 41 in the vicinity of 46th Street. The closest traffic signals were quite a distance away. Are there plans to install pedestrian-triggered signals in that vicinity — and in other places on 41 where residential areas are expanding? Traffic calming “speed bumps” aren’t very effective now that so many vehicles have large wheels. Please consider what needs to be done to address this resident’s concerns.

South Orange Avenue Pedestrian Safety Interventions

I hope this message finds you well. My name is Samuel Brasgalla and live on South Orange avenue. I am contacting you to bring to your attention a local problem which only moments ago nearly took the lives of myself and my seven-year-old dog. Ever since the removal of the traffic signal at Gulf of view Drive and Orange Avenue, I have found myself using that crosswalk with drivers not paying attention to the crossing. In the last three weeks, I have experienced two near misses while using the crosswalk by inattentive drivers. I blame these near-misses on inattentive drivers and the dangerous absence of frequent traffic calming measures on South Orange Avenue between Ringling Boulevard and going all the way down to where it turns into McLellan Parkway and ends at Osprey Avenue. This lack of traffic calming measures has also led too many drivers taking joyrides down the street and going up to 40 mph and what should be a 25 mph street. I cannot continue my silence on this matter as the continuation of such policies, jeopardises pedestrian safety and endanger the lives of people such as myself and those that walk regularly.

As a preliminary list of proposed pedestrian safety interventions, I’ve suggested that the following be implemented between mound Street and Hyde Park:

Three-way stops:

• Waldemere or Hawthorne and Orange

• Bahia Vista and Orange

• Alta Vista and Orange

All-way stops:

• Prospect and Orange

Raised Crosswalks/ Crosswalk Bumps:

• Gulfview Drive and Orange Avenue

I cannot stress enough how vital these safety interventions would be to improve the safety of the people of the Hudson Bayou neighbourhood. I look forward to hearing your response on this and your prompt action.

Unfortunately, nobody even replied to me.

I need to point out permit department is impossible; 10 months, 5 submissions,  7 visits, they still block opening permits. I have involved pretty much all members.  System often doesn’t work,  staff refuses to file, then if they confirm submission, files don’t get forwarded and, or no reasons for denial no help. Managers refuse meetings.

Since they make me get signoff from about all tradesmen,  they still insist on opening walls. I thought either one was enough for liability.  Now they threatened lien in 2 weeks!

No wonder so many murders here.  I  even told the engineer that they are getting me close to suicide,  doesn’t care. Seems fueled by making people suffer.  Last time I  had to deal with 1 permit it was 3 years, 30 hearings,  chronic major health issues and city made $8,500 extra.  Thought city s direction was affordable housing..i guess by means of foreclosures,  and owners giving up.

I saw the commission signed off on facilitating more housing and duplexes in 2021.

The city building department is not grandfathering in my duplex since 1980s. They’re requiring 5 permits and impact fees total ca. 20k. I bought the house like that.

Also, Taxes overpaid for just additional structures and appraiser quietly increasing sq ft without evidence.  I probably paid 10k and more than should have, and cost recurring from now more.

But I have had problems with them for 13 years withholding evidence, blatantly violating the law etc. I hear from others same. I paid them $8,500 for small necessary bath update,  they slammed 153k lien on for 3 years 30 hearings.
